How to Apply for Passport as a Government Employee in India

One of the major steps taken by the Government to meet its objective of achieving “Minimum Government, Maximum Governance” is the simplification of the passport issuance process for its employees. Previously, some Government employees found it difficult obtaining passports after their departments failed or delayed issuing them with No Objection Certificates (NOC) or Identity Certificates (IC). Today, Government employees can use the Prior Intimation (PI), NOC or IC documents to apply for passports speeding up the whole process. Each document also determines whether the passport is issued before, after or without undergoing police verification.

This, however, doesn’t mean that all provisions governing passport issuance to Government employees have been scrapped. The following provisions remain applicable.

  1. The Prior Intimation letter must be written on plain paper by the passport applicant. Although it’s recommended that the department issuing the NOC/ IC write it on official stationery with a recognized letterhead, the law also permits them to write it on plain paper. The paper must be signed and or stamped to be valid.

The specific Government office’s contact information including telephone, email, and fax should be provided on all three submitted documents.

  1. Active military personnel can submit their passport applications through their permanent address or the address of their station of posting (c/o APO address). However, the receiving address of their issued passport must be their permanent address. Once the passport has been processed, the military staff’s spouse or adult child (in case spouse isn’t present) can receive it along with an authority letter. This can be either by post or collected at a regional passport issuing office.
  2. If an issued passport is returned due to change of address of the passport applicant, the applicant may request for a re-dispatch to the new address. The request should be accompanied by a copy of the transfer order as proof of change of address. If police verification weren’t complete before the change of address, it would be done at the new location.
  3. All documents (NOC, IC, PI) submitted during the passport application process by Government employees will be valid for six months.

The revised provisions will only affect the process of applying for a passport as a Government employee. Any Government employee wishing to travel abroad must seek permission from his or her respective Government office as stipulated in the Conduct Rules outlined by the Department of Personnel and Training.

Documents required for fresh passport for govt employee

The following are the basic processes you will undergo when applying for a passport as a Government employee in India.

  • Birth Proof – Birth Certificate/Transfer/School leaving/Matriculation Certificate issued by the school/Aadhaar Card/E-Aadhaar/Election Photo Identity Card (EPIC)/PAN Card /Driving License ( need any 2)
  • Residence proof – Aadhaar Card / Water Bill /  Telephone (landline or postpaid mobile bill)/ Electricity bill/ Income Tax Assessment Order/Election Commission Photo ID card/ Proof of Gas Connection/ Certificate from Employer of reputed companies on letter head/ Registered Rent Agreement /Photo Passbook of running Bank Account  ( need any 2)
  • Educational proof – 10th +12th + degree certificate ( if completed 10th )
  •  Marriage proof – Marriage certificate or marriage invitation ( if married)
  •  A copy of the Prior Intimation to the controlling authority or administrative authority.
  • Before applying for a passport, you’ll need to issue the concerned administrative body (Government office you work under) with a Prior Intimation letter. It should be issued in the form of the “Annexure-H” document. If the administrative authority has any objections to the applicant being issued with a passport, they will notify the regional passport office in writing. This, however, doesn’t automatically mean the passport application will be rejected.
  • The Prior Intimation letter allows the applicant to get a passport before undergoing police verification. However, if re-issuance is necessary, police verification will be applicable.
  •  No Objection Certificate issuance by administrative authority.Once the administrative body receives the Prior Intimation letter, they can issue the NOC in the form of the “Annexure-G” document. If the NOC is issued, the passport will only be issued after police verification is done.
  • Issuance of the Identity Certificate.The IC is issued by the administrative authority in the format of the “Annexure-A” document. If issued, the Government employee working under the administrative body will receive their passport without going through police verification.

Government employees in India can submit one of three documents when applying for a passport.

The document submitted will determine whether the passport is issued before police verification (Annexure H), after police verification (Annexure G) or without any police verification (Annexure A).

Passport issuance for Government employee dependents

The dependents of Government employees can also be issued with passports without undergoing police verification. However, they must present the following documents along with their passport application documents.

  1. The original Identity Certificate (Annexure A format)
  2. An affidavit (Annexure E format)

On the other hand, dependents of Government employees can apply for passports under the Tatkal Scheme. In such cases, their passports will be issued before or after undergoing police verification.
